But that “settlement” does violate black-letter game rules over an ambiguity that does not really exist.

There is ONLY 1 time that the attacker gets to choose defender losses…

In a multiplayer game where multinational forces are attacked, and the defending players cannot decide, the Attacker decides.

I believe the attacker still gets to choose his loses in what you refer to as fly overs.

In the case of a flyover battle with an AA gun, the attacker could choose casualties but there isn’t much point. The reason being that you can only have a single air unit involved in the flyover battle as per rule #5 I stated above (i.e. one combat move). That means only one type of unit (either a fighter or a bomber) is present so there isn’t much point in choosing casualties.

I think this is an exception to the general rule that the opposing force always chooses their casualties.

I sure it’ll work out for the Germans being able to launch surprise inf/arm assualts into Finland/Norway with the support of the Luftwaffe. This forces UK/USA to be cautious when landing troops there. However, I think that this should be more of a “Germany only” type rule. As SUD pointed out, with the Allies also having the ability to Canal Cross, this forces Germany to keep troops stationed in the Fatherland, not pretty when you’re also trying to hold EE at the same time.

Well I don’t think Manchuria is that much of a problem (I’ve posted this before, and found out the Manchurian invasion is a big no-no. However, Finland provides a no-brainer in favor of RR since Russia risk almost nothing in trying to take it.
