The errata says that if the US is not at war, then it cannot use an allied power’s naval base. So does that mean that it can use allied air bases?
No, because until it is at war, US units may not move into allied territories.

The fighters can scramble. However, since there is no defending destroyer, they can’t hit the sub. As a result, the transport will be sunk anyway.

Thanks for the clarification, my friend was trying to argue that we couldn’t bring bombers into the sea zone just in case he wanted to scramble.
The two units must start and end their movement together.
