My play group runs out of Japanese tanks. They usually get two IC’s in Asia, and go for the tank March to Moscow. I scavenged extra tanks and roundels from my original Axis and Allies game.
We used a red marker to paint the tips of some old AA guns to denote rockets. We did it mainly to remember you have rockets. It really sucks when you forget to fire them, it happens every now and again. You could also paint them another color to denote radar.
He can build 1 IC and 1 INF. The damage markers only indicate the limited production of a damaged IC.
A newly built IC is considered to be build in a new territory, with the resources and manpower available of the country it is in.
also: if your troops aren’t on the sohre, how could the battleships killed them?

perhaps the battleships shoot birds, with bombs on them, the same way birds carry coconuts
They would have to be swollows. Now are they African or Europian?

I agree with your rational, but I do feel that Paratroopers belong in the game. I don’t know the solution though. Perhaps they could only be used in attacks where at least 1 other unit is also attacking the same territory by land or by sea. (I would make an exception for islands and perhaps undefended territories.)
