@barnee Thanks for the replies, the CIS ones sound good, and I like the idea of Gibraltar actually being important in 1914. I might also give the Spanish objectives in North Africa to motivate them to spread out a bit more. Not quite sure what to do with China yet, but they will probably be with the Central Powers (I know they weren’t historically, but it balances the game better). I’m thinking maybe I will give them IPCs for capturing Korea and parts of south Asia.

The idea is we create a map for both versions where everything is the same, except China goes first. But we still need to edit the map to provide some net gain to Axis to balance it out…something in the neighborhood of 8-12 ipcs.
Western Axis naval units? Japanese ground units? Take a unit or 2 from China or Russian Asian forces?

Delete 2 japanese trannies and then maybe is balanced, or maybe ad 2-3 inf to India. The idea for China going first is good, delete ACME wall as well
OOB game gives advantage to axis, no need of “balancing” in case China goes first

Right now the assumption is that switching the turn order will reverse the game balance, since China can consolidate its position and place new units.
In 42 China could then play a significant role. In 41 Japan should still stomp China with its 5 transports but it will cost them time and money, and it ought to be possible for Russia to bolster China a little.
So what units should Axis get for balance? I’m thinking around 8-15 ipcs of units, placed in useful but not game breaking locations. Is there a part of the map where Axis is weak and could use bolstering for a better game?
I like the idea of another Western Axis naval unit, but where?
