Suppose we need a listen of options.
US , UK, Anzac/Dutch, Russia and France.
Germany, Italy, Yamamoto and Hisachi.
Should Romania and Finland be played, one each, by Germany and Italy?
Do we have 9 players?

lowest roll gets to choose first. After everybody rolls then the players who may have tied will roll again to decide who chooses first between them.
