My understanding of the rules is that because Russia has not declared war on Japan, Russia is neutral for the Pacific side of the board. For this reason, Japanese and the Ally planes cannot overfly or land in Russian territory on the Pacific side of map, including Amur.
Although Triplea allows such overflights and landings, in the past, monitors have disallowed it. For example, I had an opponent bomb Japan and land the US bomber in Siberia, but Gamerman disallowed it because Russia was not yet at war with Japan.
This may be a grey area because the allies are at war with Germany, but still the ANZAC aircraft are overflying and landing on what I assumed was a neutral Soviet territory.
This why I advanced to Buryatia, rather than stopping at Yakut and letting reinforcements catch up.

I sent a message to Gamerman again inquiring about the rule regarding the Russian neutrality in the Pacific. If, as I expect, he confirms the Russian neutrality rule, ANZAC would need to amend its combat move and, if you wish, its non-combat move.
