    You have interpreted the cm air-movement rule correctly but this is about ncm:
    Page 22 of the Europe rulebook:
    “You must have a carrier move, remain in place, or
    be mobilized (new carriers only) to pick up a fighter
    or tactical bomber that would end its noncombat
    movement in a sea zone. You can�t deliberately move
    an air unit out of range of a potential safe landing
    space.”

    The rules (and Triplea) allow movement of a fighter to a sea zone (e.g., SZ 101) as long as the fighter can, in theory, be recovered (e.g., in SZ 102 by the CV in SZ 92). The CV, however, was blocked from making the recovery in the NCM.

    This strategy has been used against me in the past where I thought a transport was safe from an enemy aircraft attack because a massive naval blocking force would clearly prevent recovery by an enemy CV.

    The issue discussed previously was whether an unblocked CV had to recover a fighter, and the rules specify that it must.

  • When this move was used against me, my opponent did not sacrifice a unit in a futile attempt to break the blockade and recover the attacking (and doomed) aircraft. Based on this experience, the explanation this opponent provided me (recovery only need to be theoretically possible), and what Triplea allowed, I incorrectly assumed that (a) even an unblocked CV need not be sent to recover an otherwise doomed aircraft, and (b) in the case of a blocked CV, that an attempt had to be made to break the blockade however futile (i.e., a unit needed to be sacrificed at the site of the blockade). I apologize for my ignorance of the NCM rule in the first case and my ignorance of the CM convention in the second case. However, I did not intentionally make an illegal move in either case and corrected the situation when the applicable rule/convention was brought to my attention. However, if you still feel that my handling of these situations was inappropriate, I will await your appeal to the moderators before continuing.
