Sorry for jumping in but the overbuy part made me curious: What exactly does overbuy mean in that context?
I always thought overbuy mean buying more units than can be placed. Japan can put 10 units in sz10 and 20 units into the Atlantic. Was that limit somehow reached?
I think he means too many land units to fill his transports.

I always thought overbuy mean buying more units than can be placed. Japan can put 10 units in sz10 and 20 units into the Atlantic. Was that limit somehow reached?
