Exactly! You have to unload the whole transport at once in combat move, or not unload at all.
I believe it’s different in NCM, not sure though.

Baladeer are dou sure? I dont have access to map but i guess tje inf to norway war loaded already during last turn ncm? In this case it is correct to unload just one unit. The rule youbare referring to applies to units that have been loaded during combat move phasw.
As said in case inf and aa are loaded in the previous turn during ncm it is legal to just unload the inf during next turns combat move. The aa has be stay on the tt then as no ncm from the same tt is possible in the same turn.

I checked the map now. The Norway attack was legal. As said, the reason is that these units were loaded during NCM of the last turn. In this case there is no requirement to unload all units.

After reading the rules again, for once I did not make a mistake. Whatever was loaded at the start of the turn already can offload, but does not have to. I certainly hope that this is why I did not offload the turn before, as I made that mistake with you before.
