I’ve never done it myself, but my impression is that the game is severely imbalanced in favor of Japan, so start with a 30-50 IPC bid for the Allies, and revise from there.

Malaya is a peninsula!, and thus not an island.
Go ahead and put your major or minor IC on it.

Per the rules, an island is a single territory completely surrounded by a single sea zone. Malaya is not completely surrounded by a single sea zone.
