Scramble and OOL starting from lowest defence value to higher.One question - I might be wrong, but I remember the rule saying that the maximum fighters allow to fight and attack are limited to the initial maximum landing spot - because there are only 2 carriers i.e. only maximum 4 fighters you can come as the other 2 cannot find landing spots to land. The 6 fighters are allowed when there are enough legal spots to land, for example 3 carriers or a landing spot after fight.
