Newbie question on playing sequence

Here is another question from a newbie. Maybe it is already somewhere on this forum, but I did not see it.

There is a order of play the phases. I f I play with two countries, do I have to play all the phases for 1 country and then proceed with all the phases for the other country?

Or do I play step 1 for country 1 and 2 and then move to phase 2 for both countries?

The turn order is not dependent on which player plays which nation.

First Germany goes through the complete turn sequence (phases).
Then the Soviet Union, the USA… and so on.
