I think hanging on to Leningrad becomes almost critically important with the technically advanced USSR. Stalingrad and the Caucasus not so much. Both ICs involved are within range of rocket attacks from Moscow which tend to weaken the advantage they give. Perhaps only a little, but losing the rockets and paratroops from Leningrad is also not good.
