I usually do a J2 declaration of war unless I find that Russia is extremely aggressive in Asia and I need my planes to crush the forces.  About 90% of the league players also do J2 DOW since it can be difficult to hold on to Yunnan if Russia sends in a couple planes, a tank, and a mech infantry to help out.  If you do a J1 DOW, it is critical that you get Yunnan.  Otherwise China has additional forces and can start building artillery on China1.  Cow has a great set of articles on axisandallies.org on his recommendations for a J1 attack plan.  I used to always do his strategy until I met aggressive Russian players.

1. When a sub attacks a cruiser, the sub first rolls a 2. �If it hits, the combat is over. �If it misses, the cruiser rolls a 3. �If it hits, the combat is over. �Repeat this process until one wins. �

2. �Likewise if a sub attacks an Aircraft carrier with no destroyer escort, the sub gets to roll first. �If it hits, the carrier tips but can keep fighting. �The carrier can then strike back but it’s planes can’t help. �It has to fight back with it’s weak roll of 2. �I have seen a single sub sink a loaded carrier. �Not likely but can happen.
