    Maybe it is a bug.
    It was occupied by UK pac at the beginning of my turn and i did not demonstrated any aggression towards France anymore, so the cpu just kindly gavw me the 10 ipc for being nice.

    I actually noticed that it was already on my Triple A bug list.  I did a bug report on the Triple A site again and attached the file.

    I’m sure it just looks at whether FIC is French at the end of the turn, or something like that.  But you definitely attacked FIC on J2, so you do not get your 10  :-)

    Is the League on a halt or is everything continueing?

    Everything continues, nothing halts.  All games carry over into the next year - they are just reported in the year that they are finished.  Everyone can participate in a playoff as long as you have 4 games completed (have a ranking).  Whoever wants to participate will be in a playoff bracket, which will be seeded and depends on how many players participate.  There could be 1, 2, or more extra playoffs besides the top 8 (which need to have 8 games completed to qualify for the official league playoff)
