Yeah when a Pro Neutral is attacked by the opposing faction then it automatically joins the side that it supports. Iraq essentially becomes a 4th Axis power that is allied with the Germany, Italy and Japan and those powers can land air there since they are allied with it. It’s something that is in the rules but many people don’t know about.

Italy can’t factory it. It’s not really Italian. I just made it Italian so I could land my planes there. It’s the only way the game engine allows it. I will edit off the 4 PU every turn unless I get a land unit there.
