my suggestion:
Germany: Rockets and Super subs (V2 and wolfpack)
Japan: long range air craft (they have very few airplanes to begin with, so not really abusive.I would put like 2 inf + 1 AA on each of the small islands japan start with, to show their fighting spirit, so the chance to inflict damage increases. May be even inf + tank + AA?
Russia: Advanced artillerie (to increase power of infantry - stalin organ), War bonds
US: jet fighters (modern warfare), paratroopers (paratroops were used heavily in europe by them
UK: improved shipyards (why not?)

I just think Long Range planes are too powerful. With Carriers, they will have 6 range. Think 4 is bad enough.
Happy with other ideas.
But would give shipyards to US too .UK can have Radar if you want. And Paras?
