Hello!  :-) I play with russia, as a neutral power for the first 4 rounds can i buy ,regroup rusian units inside my borders or i must wait until germany declare war?
and for the first 4 round can i go inside pro allies teritory and get them or must wait until russia  came in war?

Good day Mendieta.
You can move within your own borders and buy units,
Before you are at war with Germany or Italy.

You cannot take any Allied Neutrals, until at war,  however.
