    Wheats move was correct.

    The units were loaded during NCM of the last turn. In this case it is legal to unload single units from the TT.
    The rule you are referring to applies for units loaded during combat move phase. In this case all units must be unloaded to the same territory.

    However, Wheats move was 100% within the rules.
