For future reference, transport off of Java can’t be “half” unloaded in combat. That is forbidden! An amphibious landing must unload all of it’s cargo, unless said cargo has an AAA.

Wheats move was correct.The units were loaded during NCM of the last turn. In this case it is legal to unload single units from the TT.
The rule you are referring to applies for units loaded during combat move phase. In this case all units must be unloaded to the same territory.However, Wheats move was 100% within the rules.

huh, interesting. I’ve played this game since the 1980s and I always thought offloading was completely discretionary. I guess not. Not that it’s mattered much.
