A question about conquering territories.

Does the rules say that you need infantry to conquer a territory? For example, say there is an artillery in Prussia, and wants to occupy Poland. Can Germany do that or does he need an infantry?

Afraid not.
You have to move at least one Inf unit into a territory, if you do not have one there already (pg 15 Rules). An Art cannot move into a tt alone, therefore. -
