I assumed standard league bid rules, that doesnt let you put bids in unoccupied territories like new guinea, i think i told you on private messages ill look after

I thought that rule was only for the sea zone.

2. The nation placing a unit in a territory or sea zone must have started with a unit in said territory or sea zone prior to placing the bid.
