I like the rule. I think I would make the replacement or added launcehers a little more, maybe 10 IPC’s since it is a free SBR on an opponent’s facility. A bomber an be shot down. A rocket is just deadly. A mobile unit transported or moved into a forward position would be handy for the US. A rocket launcher in Tobruk would help soften up Egypt or Northern and Southern Italy. If Rome is captured the US or UK, rocket strikes from London and Rome om German facilities would be devostating to the Germans. Even Japan could use this tech on Calcutta or Sidney.

Was looking for some imput on values ( 12 die ) for the Rocket Truck.
C 6 M 2 A 5 D 2Can tow artillery and boost artillery +1 on attack.
Can build after first turn and up to 2 a turn.
Might be to strong with an A 5 paired with artillery = 9 attack total.

Well these pieces are used in HBG G39 game. The inf, art, and mech all defend at 4. That is a good question about attack is lower than defend.
Could make art attack at 3 and defend at 3. The lower defense might hurt Russia in the long run and if you make the art attack at 4 and defend at 3, might make Germany stronger.
But Russia does start with around 8 - 10 art and Germany starts with 2 art.
It would help Russia push into Finland.
Just have art go to A4 D3 and dont have the Katyusha rockets boost art but boost inf +1 on attack for first round of combat or all rounds of combat.
Will be trying out soon. -
In my rules Katyusha is 2 move, 2 attack, 3 in first cycle of combat (for the sock)… 2 defence and 4 IPC
