i just noticed on the politics panel a category i had never noticed before - “custodianship”. wonder if that word is used in the ruleset or if the developers just made it up.
either way, rgp, i assure you what gamer did was correct and he can fill in the details later siting chapter and verse. don’t let it delay your planning.

one way to think about it is that the uk and anzac really function as one politically so if britain can do it, so can anzac. it’s the usa who can’t take a dutch territory until it’s been taken by the axis. they can still land planes in dutch territory however, once they are at war.

ok here’s a quote from the pacific rulebook - top of page 9 under political situation, UK and ANZAC - “these two powers also have an arrangement with the Dutch government in exile (Holland having been captured by Germany) and have taken guardianship of the Dutch territories in the Pacific. As a result, they are free to move units into these territories as a noncombat movement at any time, as long as they have not yet been captured by Japan. They may actually take control of them (gaining their IPC income) by moving land units into them. Additionally, the UK and ANZAC consider attacks against any Dutch territories to be acts of war against them directly. Once a Dutch terrritory has been captured by Japan, however, it may be captured and controlled by any power.”

Put another way, the UK can land a fighter on any Dutch territory on UK1. There is no requirement that a playable power control a territory at the start of the turn.
In other words, the Dutch territories are like the French ones after Paris falls.
The confusion comes from the fact that ANZAC took control of the territory at the same time. Normally you can’t take control of a territory and land air on it at the same time, but this is just because of the special rule that ANZ/UK have a special relationship with the Dutch to take control of these already friendly territories.Feel free to go over my head and ask Krieghund - he will confirm what I said.

This says units, not ground units. In this case it’s completely precise.
