The pamphlet was put out by the National Security League; a group dedicated to creating a state of war between Germany and the United States. As part of their anti-German propaganda effort, they asserted that WWI Germany wanted to control the entire world.
Someone casually glancing at their map might think that each red shaded territory was part of Germany’s master scheme to conquer the world. But looking closely at the quotes they’d provided shows this was not the case. If any German of any prominence mentioned a territory, that was excuse enough for the National Security League to add it to their map. I think there were even a few cases in which a German official talking about the desirability of an alliance with a specific country caused that country to get added to their map. Also, if Germany wanted to conquer some of the colonies of the nations it was warring against, that too was portrayed as part of a deep and sinister German plot.
While that pamphlet is not a reliable source of information regarding German ambitions, it’s an excellent example of the sort of propaganda which got the United States involved in a pointless, bloody, and unjust war.
