I have a expansion set in my closet that I bought in probably '94-'96 that starts around '40 and has rules for how and when Russia and US enter the war. When Germany takes France, you roll a die to determine whether French territories + troops are either Vichy or Free French, and whether the French Navy is Vichy, Free or scuttled. ( I think the Free French are played by the UK). Haven’t played it in years. I think it was by Xeno Games and called “The World at War”. Also had destroyers and some other cool changes.

I was just thinking today…
Should the heavy Bombers tech make bombers roll two attack dice at three or less, or do you think they are just fine as they are?
My rationale is that with the tech as is, Heavy Bombers roll with power equal to that of two regular bombers, ($30) but if they roll two dice at three, then they are about equal in power to two tanks. ($10) This is not, in my opinion, a terrible sacrifice, as tanks already have a decent combat value.
Any input?

Sorry if this doesn’t completely address your question, but the group I play with got rid of Heavy Bombers entirely. Problem solved.
If a bomber gets shot down we allow a 1-3 IPC final bombing as a consolation prize- it lessens the sting of losing it a little. We figure that realistically the whole 8th Air Force can’t be shot down before dropping some bombs…
The bombing on a 3 is something to take a look at. Nice idea.
