Fix = As mentioned, I looked at the file size of the previous maps and found that J16 was a lot bigger than R16.
I then redid your J16 from my R16 map - all combat + NCM + placement -> combat adjusted to give correct result from your original map.When I saved, it had normal size, so we can continue with the map.
