    Correct, you need to hold at least 8 for a full round, starting from Italy’s taking of the 8th VC.  Because the US took Berlin, it put you below the 7.  The game forgets to reset the clock when that happens, hence it thinks you won.  You had 8 VCs at the end of Germany’s turn, and you have it again now is all it checks.

    So it is just a matter of time now.  Two Rounds of no income for Germany did you in.
