What’s the rule on neutrals? Can you fly over them as long as you attack them on the same turn?

I think once I DOW neutrals I can fly over but I am not too sure.

Under what circumstances can you fly over neutrals? Can you fly over in combat move if you attack them the same turn?
You cannot fly over and past them in combat. You can only fly over and past them in noncom, and only if you attacked the specific territory you want to fly over. The planes flying over need not have been part of the attack. Clear?
Were you aware of this?

What if USA DOW neutrals, can UK fly across to attack?

I’m waiting for an answer in the rules thread, but I’m pretty sure the DOW on true neutrals is just a TripleA mechanic and is not part of the actual rules. You can change Russia’s turn if you have to, but your purchase and combats that you already rolled for must remain the same.

When I say DOW neutrals, I mean to attack some neutral land units. It doesn’t make sense if you DOW on neutrals and not attack them. I am not sure about same turn but I am pretty sure if USA attacks, all neutrals turn, then UK can fly across any neutrals land to attack.

The DOW on true neutrals is just a TripleA thing, right? Does that have any affect at all if you DOW on a prior turn, but don’t actually attack anything? If you attack a territory on an earlier turn, can you fly over it freely?
tripleA handles the neutrals completely wrong - don’t trust anything it does. you can only fly over a neutral territory that you actually attacked. on the turn you attack any neutral, the rest of the neutrals, for all intents and purposes i believe, become like pro-the other side-neutrals. the one(s) you actually attack become friendly to the other side, meaning they can land aircraft there immediately, unless you took the territory of course.

The neutral status wouldn’t change. It’s still a pro-axis neutral if you attack it previously, subject to all the limitations that that implies. You can’t fly over pro-axis neutrals even if you had previously attacked them and failed.

It seems that that discussion is about Mongolia which has different rules.

c) You CAN fly over a neutral that has been attacked previously, because it is actually no longer a neutral even if it was not conquered. It has joined the opposing side. You can do this in the non-combat move immediately following the attack.
Sounds like if I attack Afganistan with USA fig in moscow, then UK air can fly over no matter what.
