If,however, you plan an Alliance with another nation (and you have approached them by PM), you will need to ask for Open Borders.
That is half way to an Alliance from Ceasefire. ( Ceasefire to Alliance takes two turns.)Open Borders means you and the other nation can move through each other’s territories.
You do not defend together until Allied.Please consult the game file to see your Politics with other nations.

By the way everyone, I did a little Political experiment and discovered that you cannot go from Open Borders to War in a turn.
It is two turns.
It is Open Borders- Ceasefire- War.Open Borders is not as dangerous an option as I feared.
