    I’ll check the rules on that because I’m not really positive that the US sub in the same sea zone will negate that rule.

    It seems that I was wrong… the US won the sea battle when the Japanese sub submerged, so you can do the amphib on Phil.
    I’ll let you do any edits you need and go from there .
