If one were to walk in and activate a friendly neutral country (UK activates Brazil), do the naval vessels become UK units as well and can they be moved? And if so, what makes coastal battleships and subs different from regular ones?

Yes they are activated. Coastal vessels cannot leave the coastline of its original country.

Can the coastals move to another seazone that borders it’s original country?
