The system was not accepting my ncm from Philipines to zone 6, it is 3 moves from the harbour, so I thought should be valid.

How are you able to non comm into the zone while we’re at war and I have ships there?

I think you can not cross, but you can enter. Like when you build ships on enemy occupied sea zones. Don´t mind correcting, will do it now.
