You can never give an ally anything: units, territories or I.P.C.'s.

Can you fly thru the str8s of turkey from russia across Black Sea to the med? I know navel ships aren’t allowed but we have a disagreement about it. He says you cannot fly. I think you can. Anyone help clear this up for us?

There are no special rules in this game concerning movement through the Turkish Straits. You must be in the wrong forum.
