I just noticed you had an US destroyer in sea zone 17. It says in the rules and the notes tab that the US is not allowed to park any ships in certain zones prior to being at war. Basically it is any zone that touches a Japanese territory or island.
I will edit it back to 26 for now, since it came from there, but feel free to move it to a zone in range if you like before the US turn
