However, dawgoneit, relying on TripleA could get you into all kinds of problems with people in your games and I know you don’t want that. If you haven’t already, you need to familiarize yourself with my list of rules in the rule book that Triple A does not observe or does not properly apply.

There is an exception to that rule:
When the power whose turn it is has just declared war on another power, the player can load units in a zone that would otherwise be hostile.More clearly, “During your Combat Move phase in which you entered into a state of war, your transports that are already in sea zones that have just become hostile may be loaded in those sea zones (but not in any other hostile sea zones).”

I looked for an ANZAC DOW and didn’t see it.
I did see according to the history there was a DOW by Japan round 3 on ANZAC and UK.
So no, Japan apparently was not at war with ANZ/UK until J3 unless the history is wrong for some reason
