    The rule is about Mongolia changing sides.  It’s only triggered by an attack into Korea/Manchuria.  No movement can be a DOW, as all DOWs have their own separate section.  You have to declare then attack.  Technically, you did a NCM into an allies territory, which is not an attack, and doesn’t negate the Mongols going to your side.

    The idea was I would move into Korea to reinforce… obviously…. but if that required a DOW then I would have seen then when I moved in and at least done something to DOW… redone turn or edited in and asked for a break.

    As is, I really doubt Japan can attack and control a territory with Soviet troops on it.  But, weirder rules are already out there in this game.

    So, it looks like the USSR can only move into Korea if at war with Japan.

    It was obviously my intent to do that - i.e. move into Korea. Otherwise the US would not move in.  Moving into Korea would not violate the Mongolia treaty anyway because I did not attack, just NCM.

    So, you want to redo Japan with a DOW on Japan by USSR so the game is correct?  The game “as is” is in error of the Rules.    I will agree to let you keep all favorable rolls obviously.

    “While the Soviet Union is not at war with Japan, it remains under the restrictions of being a neutral power on the Pacific map. This means that it cannot move units into territories on that map that are controlled by another power, even an ally, so it could not move units into Korea without first declaring war on Japan.”

    SO, turns out the NCM of Russia was illegal.  I think the easiest thing for us to do, with a minimum amount of editing, would be for you to replay the Russian turn.  Declare war, then roll it up again.  If I just redid the Jap turn, I’d have to edit out the switching of Mongolia to Russian territory, etc.
