    For sea zone 97, the battle calculator showed no chance for a scramble to block the invasion of Rome.  I turned the naval bombardment off so the battle doesn’t care if you scramble even a tac bomber.  The battle calculator was showing 94% with no bombardment so I’m going with that option so that skipping a scramble decision won’t matter.
