Ok, I figured out how to remove the phantom artillery. I have the two in Ukraine, one of which is the one that will not go away. I can move them separately in the noncom phase and edit the second one out as long as I send them to different territories. I will send the 1st one to where I want it to go and then edit the second one out. Sound good?
