No, you can only place major IC’s on originally owned territory of that power. So Germany could place is on norway since they originally owned it but no other power could since…well it’s Germany’s original territory.
The Norway IC supplies its own troops to fight off nasty incursions from east and west and
bringing pressure on northern USSR while the airbase brings extra scramble ability to SZ112 fleet and the ever hopeful Sealion - admittedly not turn 3-4 but maybe later. Still thinking it through.
You will have no choice but to reinforce it sometime by sea or air because once all three allies come down on it and they will, I promise you ten infantry per turn is nothing.
Question for the newbie. The UK’s one and only national objective, hold on to all their territories in their European economy (and West India has been traded for British Columbia.) What if (by chance) Italy captures Gibraltar? That isn’t worth anything (economically) in the European theater. But if valueless territory (and that one alone) is in the hands of Italy, that voids the UK’s one and only national objective, correct?
Yes, UK must hold all its Europe territories, including ones without income.
In reading the new rules it seems that Japs cannot build IC’s on the Mainland except for Korea, is that so?
They can build minor ICs.
Yeah I’m going to have to keep reminding myself that minors can be built anywhere… I have it stuck in my head that no ICs can be built on foreign territories.

I used a really dark blue for the Pro-Allied, so there isn’t any confusion with the French pieces. Red seemed to fit the Axis.
