This was a courtesy warning so that you were aware that I could if I wanted to. If you don’t let another 72 hour delay go by, you could make me play until I have all 3 capitals.The 3 bump rule is in place to protect players who are way ahead in the game and the opponent is dragging his feet and greatly delaying or even preventing the win. With all the long delays when I am waiting for a simple decision during a USA turn, I am just protecting myself.
