I think u should be able to put units to any territory you own even if there are no units there. Naval must go where there is already a unit.

typical bidding rules for all associations I know that play A&A, including triplea lobby and the war club:
no more than 1 unit per territory
no bombers
units must go in land territories you own OR in sea zones or territories that contain sea units that you ownaccording to this, new guinea would be allowed
but if you don’t like that kind of thing, I’m fine with make it only territories that contain units you own

the no bomber thing is for aa50, japan had 2 transports just sitting there for russia to snipe down.

bid ipc can be spent in any controlled territory, or sea zone already containing a ship, for whatever unit that power can purchase.
both sides must agree if they are going to use a bid, before bidding starts.
if one side does not want to bid you can roll for sides using the dice server.
you can not start bidding and then ask for a coin flip to determine sides if you do not like the outcome of the bid.if all players agree you can restrict bids.
