    That’s right.  And the territory is VERY strategic for Japan.

    2 or 3 of the new Russian infantry can’t escape quickly enough and will probably only take out 1 Japanese infantry.

    Even the 2 on the west take a few turns to get to the action.

    Japan being able to consolidate their armies, cross over, fly over, etc. is a great advantage to them.

    Japan can’t circumvent the Russian stack in North Russia unless Mongolia is in play.
    It’s well worth the cost of 1 Russian infantry way out East (and he does have a 1/6 chance of hitting, and I’ve actually retreated it once before after the Japanese stack in Korea whiffed) to deny this great option for Japan.
    That is why you’re seeing it.

    noted.  Unless it has an impact on game play, I’ll probably continue to pick my battles by signifigance / interest / whim unless it really offends you.  In which case, that becomes a factor of psycological warfare that I shall ruthlessly exploit to through you off your game.  :evil:

    On a technical note, wouldn’t there be potential sea zone battles before the amphibious phase?
