problem - tripleA incorrectly allows you to load 2 units onto a transport and then attack a territory with only one of the two. this can only be done if the transport already has one or two units loaded prior to the start of the turn. so you have to take gib and spain with both units if you want to load 2 units prior to entering the z91 sea zone.
