Drive to Egypt to get the NO along with all Middle East NO’s, followed by IC’s, to take India so Japan can only has to get one city - Hawaii or Sydney.

Hmmm - I started off being silly with the drive them all to Egypt thing, but I might have stumbled on a good strategy!  And it might be your “never guess my plan” strategy!!!
