Is unusual and weird to comprehend, I know.
That is why I left the coastline empty: you had 5 ships that could bombard.
Makes Frigates and Battleships powerful weapons amphibiously and control of the Channel very important.
I think France’s 1st turn needs to be an attack on the UK’s fleet and not on the Cutter, as I did, even if it looks like suicide!
