So for clarification, I hit on the 3rd round and took the territory. I adjusted the map, and my PUs (+2 for the territory; +4 for taking out the French unit) to 36.

Spain has no useful offers for Prussia, Sweden, Austria, Ottomans, or Russia this turn.Curious, any efforts as the smallest economy in the game to request bribes of production units would be handled by editing the game file? For example, if France wanted to reward their loyal ally Spain with 20 PUs so that Spain could build a battleship, then the game file production values would just be edited during the political phase?

Degrasse - personally, I don’t see a problem with material as bribe - but it requires a very high level of trust from all eight of us, that two people don’t have an ‘out of game’ arrangement to divide the world and then settle the winner from there.
Obviously, ‘in game’ arrangements of that sort are part of the game, and acceptable - therefore the need for the high level of trust. It requires eight people to all be playing with the same spirit of the game - in game arrangements for in game motives, rather than out of game arrangements for out of game motives. If everyone is role playing their nation truthfully (rather than including their own ego in the mix) we’re good.
Does that make sense? In short, I vote yes to it, if we can all be responsible adults about it :-D

There could be collusion with an ally that has a general near your border to build troops, essentially for you in a place where you could not get them. Is that an issue? Can cash donations take a game turn to get there? Not saying no, just pointing out issues that popped into my mind. -

Yes it is supposed to be played in order, but you can post your offers prior to your turn if you want to!
