can the karelian IC only build 3 units per turn?

all original IC’s can produce a quantity of units only limited by their prices relative to the purchaser’s total IPCs. So the KAR ic may build 8 inf, or 2 ftrs or whatever you want with your 24 ipcs.

but if it’s captured it can only produce 3, (until it is liberated?)- see the rules clarification pamphlet that comes with the boxed set.

yeah, say it’s captured by the germans. the germans can only build 3 units there per turn
