it would be nice to see where everyone is at? I see Prussia wants a piece of Russia, which is cool. I don’t need to wage war with anyone as the neutrals are probably going to kick my arse by themselves.

They get that minus because of convoy income.

It counters a bit their high convoy income, which in turn promotes them to make navy.
