  • Ooops now I see a mistake though.  Dutch colonies can only be taken over by British and ANZAC land units.  Americans can land on them because they are allied, but USA can’t activate them unless they are being liberated from Axis control (i.e. taking them back from Japan).  They aren’t pro-allied neutral; they are treated just like former French colonies except they can be taken over by UK/ANZAC land units under a special treaty between the Dutch government exiled in London and the UK government.  So I’m afraid Celebes has to stay Dutch.
